ALEXA'S LAW EARLY MOTHER'S DAY GIFT TO KANSAS

"Mother's Day came early for thousands of Kansans today because criminals who attack pregnant women can no longer get away with murder--literally--in Kansas.

Alexa's Law, which obtains justice for unborn victims of violence,was signed into law today by Gov. Sebelius as part of a larger crime bill, HB 2062.

Alexa's Law allows prosecution for both victims when pregnant women and their unborn children are criminally harmed and killed.

Kansas law now joins 34 other states and federal law in providing more protection for mothers-to-be.

The Brooks family of Wichita engaged in a public campaign to pass this law, along with Rep. Steve Brunk,(R-Bel Aire) and successfully delivered over 6,000 petitions to the legislature to obtain unborn victim of violence protection.

A brutal murder-for-hire in June 2006 had taken the lives of the Brooks family's daughter Chelsea, and nearly-born granddaughter, Alexa. The Wichita prosecutor is only able to prosecute for one death--that of Chelsea--and not for her unborn Alexa; hence the name of the law.

Rep. Brunk, and other Kansas lawmakers had tried to get unborn victim protection into law for years but it was stymied by Senate leadership, notably Senate Judiciary Chairman John Vratil (R-Leawood). The House again passed Alexa's Law this year, thanks to House Judiciary chairman Mike O'Neal (R-Hutchinson) and ranking minority member Jan Pauls (D-Hutchinson), but Sen.Vratil again prevented it from getting to the Senate floor for a vote. However, Sen. Phil Journey (R-Haysville) successfully amended Alexa's Law into a much needed crime bill and enabled Alexa's Law to get to the Governor's desk.

Kansans for Life has consistently educated for, and testified on behalf of, unborn victim protection laws because they carve out a little justice for Kansans who have lost a valued family member and then had to endure the legal Roe v Wade-induced insult that there was no second victim to prosecute for."
