Actress Angelina Jolie urged the United Nations to help victims and punish perpetrators as part of the effort to garner celebrity status for UN causes. She told harrowing tales of women and children being sexually abused in refugee camps. The Security Council adopted a resolution that focuses on preventing and addressing sexual violence in situations of conflict, but does not mention abortion and the morning-after pill and this angered some. Delegations that promote abortion internationally expressed their frustration. “Why are the sexual and reproductive rights of victims of sexual violence still in dispute?” questioned French delegate Najat Vallaud-Belkacem. In a horrifying case in Oregon, a woman was allegedly raped after her call to 911 went unanswered. The situation is leading many to question how budget cuts are impacting public safety. In August of 2012, the woman called for help after her violent ex-boyfriend showed up at her door. She was transferred to state police because her local sheriff’s department isn't staffed full time, but she didn't receive any help from them either. More than 80 U.S. representatives are calling on the Department of Health and Human Services (HHS) to investigate whether taxpayer money is being misused on abortions in Illinois. Under the federal Hyde Amendment, Medicaid can fund abortions only in cases of rape, incest or when the life of the mother is at risk. In 2006, the government paid for 196 such abortions across the U.S. In 2007, the number jumped to 458. In 2006, Illinois reported 84 federally funded abortions in cases of rape. That number jumped to 363 in 2007. Members of Congress requested an explanation from HHS in June. A second letter, dated Sept. 26, reads: "We find this dramatic increase surprising, especially since corollary increases do not appear in any other state. A complaint has been filed with the Kansas State Board of Healing Arts, (KSBHA), asking that Kansas City abortionist Sherman Zaremski be disciplined for failing to report the rape of an 11-year old girl that resulted in a pregnancy. Confirmation has been received that the case has been assigned to an investigator. Operation Rescue investigations discovered that it was Zaremski that gave an abortion to the young girl in Wichita at the now closed Central Women's Services, then returned her to the care of her step-father, Robert Estrada, who continued to use her and her sister as virtual sex slaves over several years, resulting in a total of 4 pregnancies, including the birth of twins on one of the girl's 12th birthday.
